Substitute Teaching Packet


The Stark County Educational Service Center maintains a licensed Substitute Teacher list for the school districts in Stark County (Alliance City, Canton City, Canton Local, Fairless Local, Jackson Local, Lake Local, Louisville City, Marlington Local, Massillon City, Minerva Local, North Canton City, Northwest Local, Osnaburg Local, Perry Local, Plain Local, Sandy Valley Local, Stark JVS, and Tuslaw Local). To be eligible to substitute teach in any or all of the school districts listed above, the following items are required to complete your file:

  • Stark County ESC Substitute Teacher Application - click here
    (This application must be completed annually for your name to be placed
    on the list making you eligible for substitute teacher work)
  • Fingerprinting/Background Check
    If you have completed a fingerprinting/background check within the past
    year, we will accept a copy of both the BCI (Ohio) and FBI (national) results. If you have not completed a fingerprinting/background check within the past year, the Stark County ESC offers fingerprinting services. This service is by appointment only, by calling Karen, 330/492‐8136, ext 427.
  • Original set of college transcripts showing Bachelor’s Degree conferred date
  • A copy of your VALID Ohio teaching license
    If you are not currently licensed, click here for instructions and to access
    the LONG TERM/SHORT TERM SUBSTITUTE TEACHING LICENSE form.
  • Acceptance of Conditional Employment - click here
  • Nonconviction Statement - click here
  • Use of Social Security Number - click here
  • Original social security card with current name – no copies accepted.
    Contact the Social Security Office, 330/489‐4457, if you need a replacement
    or updated card.
Please note: all forms and paperwork listed ABOVE must be returned to the Stark County ESC.

Additional information and resources
You are encouraged to have all required documents at either the appointment time for your fingerprinting/background check or when you are ready to begin substitute teaching. Applicants will not be placed on the Stark County Substitute Teacher List until all required paperwork and attachments have been submitted to the Stark County ESC for processing and approval.

Ohio law does not permit the treasurer of a local/city/JVS/ESC to pay a substitute teacher unless the above requirements have been met prior to your work. Payroll forms are available from each district treasurer where you substitute and must be completed prior to reimbursement for your work as a substitute teacher.

Any changes or corrections in your contact information or availability status must be either called in, 330/492‐8136 ext 312, or e‐mailed to Linda Berkebile.

Substitutes who are on the active list at the end of the school year will receive information, via US mail by June 30, regarding reasonable assurance of employment as a substitute teacher for the following school year.
