The Stark County Educational Service Center maintains a licensed Substitute Teacher list for these school districts in Stark County:

Alliance City, Brown Local, Canton Local, Dalton Local, Fairless Local, Jackson Local, Lake Local, Louisville City, Marlington Local, Massillon City, Minerva Local, North Canton City, Northwest Local, Osnaburg Local, Perry Local, Plain Local, RG Drage Career Tech Ctr., Sandy Valley Local, Strasburg-Franklin Local, and Tuslaw Local (Canton City and Green Local will require additional paperwork).

To be eligible to substitute teach in any or all of the school districts listed above, you will need to complete an ONLINE APPLICATION, upload required documents, and provide a paper copy of your background check (both BCI and FBI).


  • Stark County ESC Substitute Teacher Application (click here for online application through Recruit & Hire)

The Substitute Teacher application must be completed and updated annually for your name to be placed on the list making you eligible for substitute teacher work.  Be sure to remember your username and password when creating your account in Recruit & Hire so you can easily update your personal information and preferences in future years.


  • Official College Transcripts in PDF format showing Bachelor’s Degree conferred date.

All uploaded transcripts should be legible, in PDF format (no JPEG), and include the registrar’s signature. When scanning a multi-page transcript, create ONE document file that includes ALL pages (front/back, including key/legend).One PDF document per college transcript.

NOTE:  If needed, our office can scan your official transcript into PDF format for you.

If you are applying for a substitute teacher license for the first time, you will also need to upload your official transcript to your SAFE account at Ohio Department of Education.


  • VALID Ohio Teaching License OR Substitute Teaching License issued by Ohio Department of Education

A long- or short-term substitute teacher license is only required if you do not hold a valid standard teaching license issued by Ohio Department of Education.

  • Fingerprinting/Background Check

Stark County ESC offers fingerprinting services by appointment only.

If you had fingerprinting/background check completed within the past 365 days AND also sent electronically to Ohio Department of Education for licensure, paper copies of both the BCI (Ohio) and FBI (national) results will be accepted, but we must have a copy in our office.

Additional Information and Resources

Applicants will not be placed on the Stark County ESC Substitute Teacher List until all required documents have been submitted for processing and approval.

Ohio law does not permit the treasurer of a local/city/JVS/ESC to pay a substitute teacher unless the above requirements have been met prior to your work.Payroll forms are available from the treasurer’s office and must be completed prior to reimbursement for your work as a substitute teacher.

Any changes or corrections in your contact information, location preferences, or availability status must be either called in, 330/492-8136 ext 1312, or e-mailed to substitute@email.sparcc.org.

Substitutes who are on the active sublist at the end of the school year will receive information, via US mail by mid-May, regarding reasonable assurance of employment as a substitute teacher for the following school year.PLEASE NOTIFY THE SUB OFFICE WITH CHANGE OF ADDRESS TO ENSURE RECEIPT OF RENEWAL INFORMATION FOR THE FOLLOWING SCHOOL YEAR.
